Creating of Child Custody “Safe Zone” Law Highlights the Hidden Dangers of Child Custody Exchanges

The introduction of a new law in Florida that establishes child custody exchange “Safe Zones” highlights just how heated and dangerous child custody matters – and, in particular, child custody exchanges – can be.

According to local Florida news reports, a new Florida state law has created designated “Safe Zones” where parents can carry out child custody exchanges in a safer environment. The law requires that the “Safe Zones” have adequate lighting, signs or lights that are purple-colored, and 24-hour video surveillance systems that keep a copy of the video recording for a minimum of 45 days. The Florida law was introduced after Cassie Carli, a Florida mother, went missing in 2022 after a child custody exchange. She had met her child’s father in the parking lot of a restaurant for the child custody exchange, and her body was later found weeks later. Carli’s child’s father was indicted for his role in her death.

Of the new law, and the dangers of child custody exchanges, Mindy Murphy, President and CEO of The Spring in Tampa Bay, Florida, an organization committed to protecting survivors of domestic violence, stated, “There’s a lot of dangerous things that can happen. We’ve seen over the years in the Tampa Bay area occasional exchanges of children where gun violence and fights have ensued when the abuser has shot his partner. That has happened in the past.” However, Mindy also noted that parents should remain vigilant, even when carrying out child custody exchanges in designated “Safe Zones”, cautioning, “We talk a lot about safety planning with victims…You should always trust your gut and you should always be attuned to your surroundings. Everything around you can be a tool to help you be safer, but at the end of the day you have to use your own judgment.”
