A Chicago judge has been transferred following the November, 2024 killing of a woman and the injuring of a police officer in a domestic violence dispute. According to local news reports, Cook County Judge Thomas Nowinski was transferred from the Cook County court’s Domestic Violence Division to the Municipal Division of Cook County Court, per the Office of the Chief Judge of Cook County. The transfer comes on the heels of Judge Nowinski’s own request, and the request of the Domestic Violence Division Presiding Judge, Judge Judith Rice.

The transfer of Judge Nowinski out of the Cook County Domestic Violence Division follows the death of a Chicago woman who desperately sought help from the court and authorities due to severe domestic violence against her by her husband. 54-year-old Lacramiora Beldie was killed in Chicago’s Portage Park by her husband, Constantin Beldie, 57 years old. Lacrimiora Beldie was stabbed to death in “broad daylight” last November in the 5600 block of West Leland Avenue by Constantin, who also injured an off-duty Chicago police detective who attempted to stop the brutal domestic violence attack, by shooting him with a gun. Constantin Beldie ultimately took his own life after the attack and killing of his wife.

Reports indicate that prior to her death, Lacriamiora Beldie had repeatedly tried to get help from the Chicago courts, and Constantin was charged with aggravated domestic battery and attempted kidnapping of his wife in October, 2024, after a severe and brutal beating. However, Judge Nowinski only ordered Beldie to be fitted with an ankle monitor, and did not order him to be held in Cook County Jail while he awaited trial. Judge Nowinski also presided over a case in which an 11-year-old child was stabbed to death while trying to defend his mother from her accused domestic violence abuser. In that case, Judge Nowinski had denied an order of protection to the mother, as her accused abuser was in jail at the time. However, that individual was released from prison one day before he killed the young boy in the domestic violence attack.
